The Azerbaijani President Ilham Aliyev signed on 25 October 2005 a decree on immediate measures, related to preparations and holding the parliamentary elections.

The Central Election Committee (CEC) is recommended to prepare the instruction in the shortest possible time on the use of the finger inking during the voting and put it on the discussion.
